Job Description


CalPERS seeks an Investment Officer III to work under the general direction of the Senior Portfolio Manager, Investment Compliance and Operational Risk. The Investment Officer III assigned to the position identified above demonstrates the CalPERS Core Values (Quality, Respect, Integrity, Openness, Accountability, and Balance), works well as a member of a team, and takes initiative in effectively performing the following functions:

Duties include but are not limited to:

• Ensure all Investment Office (INVO) Form 700 filers complete their filing responsibilities by tracking and monitoring receipt in specified systems.

• Oversee the Investment Policy and Investment Delegation data bases, including ensuring timely updates, reconciliation of definitional and other substantive consistencies required.

• Oversee consultant resources in developing the departmental wide data base to capture use of Placement Agents in CalPERS Investment Transactions. As needed, provide guidance and direction to ensure departmental goals and requirements for this database are met.

• Develop Board Reporting documents by gathering pertinent data and organizing appropriately in order to present monthly updates to the Investment Committee as requested.

• Manage Conflict of Interest, Diversity and Disabled Veteran reporting requirements by reviewing and understanding related policies and procedures in order to ensure compliance.

• Ensure regulatory related reporting is completed by INVO staff in a timely and accurate manner. In doing this, work with and guide INVO staff to ensure the appropriate data is collected, analyzed, and organized in order to present in accordance with departmental and regulatory requirements.

• Complete risk assessment analysis by reviewing risk related data in order to present risks and mitigation efforts.

• Interpret various state and federal laws, rules and regulations and CalPERS policy relating to the investment compliance requirements incorporating the intricacy of each and potential impact upon staff duties and responsibilities and CalPERS organizational operations.

• Lead and direct the Operational Compliance Section and serve as the primary point of contact for Investment Office executive management and CalPERS legal team.

Minimum Requirements and Experience:

• Equivalent to graduation from college preferably with major work in business administration, economics, finance, mathematics, or a closely related field.

• Five years of increasingly responsible investment analysis experience for a public agency or private financial institution, insurance company, pension fund, endowment fund, investment firm, real estate development and investment firm, or other private corporation or entity having a major investment management program.
