Job Description

Area Overview * The Financial Services Group is responsible for providing banking services to the US Government, banks and other financial institutions. Within this group, the Electronic Payments Function (EP) provides critical national services for the Fedwire Securities, Fedwire Funds and National Settlement Services under the direction of the Wholesale Product Office (WPO).* In addition, the Function provides support to the Customer Relations Support Office (CRSO) and the Subcommittee on Credit Risk Management (SCRM). The EP Function has staff in both the Head Office and the EROC operations site. * We seek a professional Project Manager to manage significant current and planned projects within Electronic Payments including projects for the Fedwire Modernization Program.* The ideal candidate will have extensive technology project management skills and knowledge of, or interest in, the Fedwire business.* The candidate will be part of the EP Function management team and be expected to learn the Fedwire businesses and contribute to the Function's overall management of goals and high priority deliverables.* This position will reside in the Banks headquarters in downtown NYC with the need for flexibility to also work on site in the East Rutherford Operations Center periodically based on work demands. * Job Responsibilities: Leads a project team with direct or matrixed responsibility from project inception through completion to achieve project objectives.* In a matrixed arrangement, works closely with the QA staff director in planning and monitoring a project. Develops and manages all facets of a projects planning and execution including, but not limited to: project schedule/milestones, scope and requirements definition, budget, resource requirements, quality management plan, progress reports, and issue management.* Escalates issues as needed to Function management. Ensures that the project complies with Bank and System project standards. Identifies key project risks and dependencies, and coordinates the inclusion and management of the dependencies in a project strategy and schedule; develops and implements risk mitigation plans. Provides comprehensive project management oversight by liaising with business stakeholders, technology support, and senior management to ensure that a project achieves the defined business requirements. Ensures that impact analysis is performed on change requests and that approved requests are implemented; for projects sponsored by Electronic Payments, documents change requests and ensures that they go through the approval process. Manages project team performance to ensure projects are completed on time and within budget. Performs analysis of schedule and collaborates with stakeholder groups to ensure that appropriate resources (human, physical and financial) are allocated to the project to achieve successful and timely completion. Conducts status reviews with the project team. Identifies variances and initiates corrective action to stay on target. Communicates clear and accurate project status to stakeholders and higher levels of management both verbally and in writing. Contributes to the resolution of technical and QA testing issues. Serves as the primary liaison with other Bank areas and oversight groups. Coordinates all internal services (e.g., IT, telecommunications, legal) and procurement of external professional services, as needed. Performs all activities to close a project and conduct lessons learned. Identifies opportunities and recommends solutions for efficiencies with project management and project deliverables. Contributes to the appraisal of employees on performance, subject to the approval of higher level management. Job Requirements: The successful candidate will possess the following skills and abilities: Masters degree in business or IT related field and at least 10 years of work experience in project management, business analysis or application development. Demonstrated experience in the successful delivery of critical application development or QA testing projects. Experience in managing an application development or technical support/operations staff is a plus. Extensive understanding / experience with the Software Development Life Cycle (SDLC) and PMBOK (Project Management Body of Knowledge). Extensive Risk Management Plan development and administration. Strong knowledge of Project Management scheduling processes and tools (Work Breakdown Structure, Gantt, RACI) and the Unified Process; knowledge of Clarity is a plus. Knowledge of QA testing processes is preferred. Knowledge of technology infrastructures, architecture, system development practices, and quality assurance processes. Experience in the development, tracking, and reporting of project management performance metrics. Ability to focus on details. Ability to work in fast-paced environment and manage multiple assignments under tight deadlines. Excellent organizational and self-management skills. Excellent interpersonal and negotiation/influence skills. Able to work effectively as a team member and leader. Strong customer service/customer relations orientation. Excellent written, verbal, interpersonal and facilitation skills. Ability to clearly communicate technical information effectively to both technical and non-technical team members at all levels of the organization. Ability to quickly assimilate and apply new information. Excellent analytical and problem-solving skills. Project Management Professional (PMP) certification is a plus. Proficient in Microsoft Office suite of applications (Project, Powerpoint, Word, Excel, SharePoint). Knowledge of Fedwire is a plus. * Security clearance requirements
