Job Description

Area Overview ** * The Financial Services Group is responsible for providing banking services to the US Government, banks and other financial institutions. *Within this group, the Electronic Payments (EP) Function provides critical national services for the Fedwire* Securities, Fedwire Funds and National Settlement services under the direction of the Wholesale Product Office (WPO). *In addition, the Function provides support to the Customer Relations Support Office (CRSO) and the Subcommittee on Credit Risk Management (SCRM). *The EP Function has staff in both the Head Office and the EROC Operations site. * The Central Business Administration Function (CBAF) is responsible for the operation and administration of the mainframe and distributed Electronic Payments systems supporting the critical, high-value, high-availability Fedwire payments systems. *This includes scheduling, testing, authorizing changes, providing access administration, contingency and budgets for the Electronic Payments systems. *In addition, CBAF is responsible for ensuring that the Fedwire Funds, NBES, National Settlement and ABMS and GCD applications are available according to their business requirements while providing premium customer service to the Districts and other application users. *Members of the testing unit engage in full, end-to-end Business Operations testing and User Acceptance Testing (UAT), interacting closely with the WPO, SCRMs Technology Support Function, the CRSO, Federal Reserve Information Technology (FRIT) and the New York Technology Services Group (TSG).* * RESPONSIBILITIES * Gain a thorough understanding of the test practices of the units that support Fedwire Services business applications.* Work with business and technology test experts to develop and implement an effective and comprehensive test strategy; coordinate testing within and across units as necessary, track and report execution and progress of testing and ensure that the final product meets business users expectations. * ********* Oversee the full test life cycle of multiple projects including resource planning and allocation, test design and execution, and results review and verification. ********* Manage quality assurance testing teams responsible for all types of system testing including integration, functional and performance testing, across multiple applications and projects. ********* Work with test managers to develop and review user acceptance test plans, cases and scripts. ********* Manage the day to day activities of the testing process; gather and report on process metrics; track compliance to the testing process; escalate any issues with the testing process. ********* Utilize an automated software quality management toolset, covering test validation linkage to functional requirements repository, defect tracking and project reporting. ********* Collaborate with staff and management to further automate existing testing processes and/or develop new processes to increase efficiency and reduce risk. ********* Coordinate activities with project stakeholders (e.g., development managers, database support, technical support, etc.) to ensure proper allocation of quality assurance resources to projects. ********* Ensure that staff complies with all Bank, project and testing standards ********* Review the results of all testing to ensure that testing objectives are satisfied, that tested systems comply with all application design standards and that the final product conforms to business specifications.* QUALIFICATIONS * Technical/Project Management: ********* B.S or M.S. in Computer Science, Management Information Systems or a related discipline. ********* Demonstrated minimum of 10 years of solid, diverse work experience in system quality assurance testing and validation, project management and optionally, systems analysis, application program development. ********* Requires experience with software testing tools to support the testing process and an extensive knowledge of: -******** the system development life cycle -******** the latest QA and systems testing tools, methodologies and industry best practices -******** application architecture and design -******** experience with both distributed and mainframe computer processes including Unix operating systems and web application infrastructure (e.g., application servers, messaging, databases) ********* The ability to: -******** make complex decisions related to all aspects of the systems testing process; and, -******** lead/manage multiple and/or complex assignments. ********* Experience with FRS central computing environment desirable. * Management/Communication: ********* At least 5 years managing and directing systems and/or UAT testing project teams with demonstrated motivational skills to direct and influence the activities of test managers. ********* Demonstrated superior interpersonal skills with a strong ability to work effectively with and across stakeholder groups, handling opposition constructively and interacting with tact and diplomacy; ********* Excellent verbal and written communications skills. * Preferred certifications: ********* ISTQB Certified Tester, Foundation Level (CTFL) [ http://www.astqb.org/
