Job Description

Description: * Manages projects comprised of cross-functional teams and is accountable for their successful outcome Evaluates and negotiates any and all changes in scope, budget, and/or schedule with the project owner, management, and/or other personnel and determines their impact on related and interdependent tasks and projects. Builds project teams from multiple business units and defines role and responsibilities Plans and manages all aspect of a project including, but not limited to, scope, execution, and budget Develops project artifacts including detailed project plans. Ensures that sub-plans are built by team leaders and that sub-plans align properly with scope, schedule and budget. Monitors and controls project plans. Performs analysis of schedule and ensures that appropriate resources, human, physical and financial, are allocated to the project to ensure successful and timely completion. Conducts status reviews with the business area, Technology Services Group, and other IT teams. Identifies variances and initiates corrective action to stay on target. Escalates issues and risks to the portfolio manager or other levels of management as needed. Resolves and/or ensures appropriate resolution of all business and technical issues. Works with the project team, TSG management, Federal Reserve Information Technology (FRIT) as well as Financial Services Central Business Administrative Function (CBAF) to identify and manage the risks associated with the project and to develop and execute associated business continuity plans. Maintains effective communication with project owner, management and the project team. Assists with the negotiation of vendor contracts and services. Supervises and coaches team members. Consults with more senior PMO team members as needed. Perform the following activities or guide others in performing them: Attends periodic meetings, capturing meeting minutes and follow up actions. Tracks follow up activities/actions and reports on progress which may include weekly and monthly reports. Assists with the development of cost/benefit statistics for feasibility studies when required. Identifies process improvement needs for the PMO and recommends solutions. Qualifications: * Masters degree in business or IT related field and at least 10 years of work experience in project management, business analysis or application development with at least 3 years of experience in project management, or an equivalent combination of education and work experience. Extensive understanding / experience with the Software Development Life Cycle (SDLC) Extensive Risk Management Plan development and administration Strong knowledge of Project Management scheduling processes and tools (Work Breakdown Structure, Gantt, PERT, & Network Charts) Experience in the negotiation and administration of external vendor contracts, as well as the development and administration of Service Level Agreements / Understandings with internal service providers Experience in the development, tracking, and reporting of project management performance metrics Excellent interpersonal and negotiation/influence skills. Able to work effectively as a team member and leader. Excellent communication skills - both written and verbal - and the ability to clearly communicate technical information effectively to both technical and non-technical team members. Strong customer service/customer relations orientation. Demonstrated ability to establish and maintain credibility with all levels of management and promote and cultivate quality throughout the organization. Excellent analytical and problem-solving skills Proven experience with Project Lifecycle Proficient in MS Powerpoint, MS Word, MS Excel, MS Project Ability to facilitate meetings Good business knowledge Excellent planning and organizational skills Experience with vendor management is preferred Working knowledge of Visio is preferred PMP or ITIL Service Manager Certification preferred
